The Civil Aviation Authority of Nepal (CAAN) has stepped forward for implementation of automation on Aeronautical Information Services (AIS) in Nepal as accordance to the International Civil Aviation Organization (ICAO) Roadmap.
According to the Highly Placed source at CAAN, the Aeronautical Information Management (AIM) Department of CAAN has also intended to procure national consulting services for Design and Specification Work for AIS Automation.
The Aeronautical information service (AIS) is to ensure the flow of aeronautical information/data necessary for safety, regularity, economy and efficiency of international air navigation. The importance of aeronautical information/data changed significantly with the implementation of area navigation (RNAV), performance-based navigation (PBN), airborne computer-based navigation systems and data link systems.
Corrupt or erroneous aeronautical information/data can potentially affect the safety of air navigation. Later the roadmap has been developed by ICAO to address the direction given in the Global Air Navigation Plan for aeronautical information. The changes required are such that it is being referred to a transition from aeronautical information services (AIS) to aeronautical information management (AIM) to reflect the importance of the evolution.
Likewise, CAA of Nepal has now implemented automation for the transition from AIS to AIM. The transition to AIM will not involve many changes in terms of the scope of information to be distributed. The major change will be the increased emphasis on data distribution, which should place the future AIM in a position to better serve airspace users and ATM in terms of their information management requirements.
Meanwhile, CAA of Nepal, AIM Department has also invited sealed quotations for Expression of Interest (EOI) from any interested eligible and experienced national Consulting Firms/Companies or any Joint Ventures JV with Seven Years of experience.
Interested and eligible bidders must submit sealed EOI along with the invitation for EOI NCB number and official covering letter to AIM Department of CAAN, Babarmahal, Kathmandu on office hour within the 15 days from May 04.
All submitted EOI documents will be evaluated by CAAN in accordance with the Public Procurement Act, 2063 and the shortlisted consultants will be notified in due course of time for the submission of Technical and Financial Proposal. The final selection will be based on Quality and Cost Based Selection (QCBS) Procedure.
According to notice Issued by CAAN in May 04, a complete set of EOI document in English will be provided free of cost during office hours on all government working days within 15 days of the first publication of this notice from Procurement Unit of CAA of Nepal, Head Office. The further information to the interested applicants as well as TOR will be provided along with EOI document.
