CAAN negotiating with Thimi Municipality regarding the seal of its building

Civil Aviation Authority of Nepal (CAAN)) is negotiating with the Madhyapur Thimi municipality regarding the sealing of the under construction building.

The building which is under construction is for the ATC training purpose and it was sealed on Wednesday evening because the municipality stated that CAAN didn’t take the approval from the municipality for construction. The aviation governing body of Nepal has already perceived the truth of not registering essential map layout of the construction.

CAAN started construction of the 2 and half storey building a month ago at the cost of 7 crore rupees without approving the building layout and map from the municipality. The contract was given to Prera Tulasi Jayamata Company. Team of officials of various posts like Chief Administrative Officer, City Head, law authority, municipality engineer, ward heads etc. sealed the building.

CAAN had acquired 400 ropani of land in past to operate air service in emergency period and according to municipality, construction of the building was not in the reason. So municipality was forced to seal the building construction.

CAAN also rented around 175 ropani of the acquired land from general public and gave it to private company Eicher which has established its office along with food reserves, grill factories, vehicle body construction workshop, hydropower company etc. within the premises for which it has to pay around 4 crore and 34 lakh tax and it is still pending. The municipality also reported to seal the Eicher company however, CAAN said that the lending of land to Eicher company is under their Act 2053 which can allow them to rent land for business.

After the earthquake of 2072, it was made mandatory for governmental building to be established within criteria by taking the approval. But CAAN tried to break the rules and establish the building for Air Traffic Controller.

CAAN project manager for ATC training building Narbikram Thapa said that the municipal authorities did not provide any information to the authorities, alleging that they were mutually involved and sealed the construction project. He also added that the training building will be of temporary establishment for which building layouts approval was unnecessary and also stated that they haven’t rented land to any other company.

Prera Tulasi Jayamata Company proprietor said that contract was given to them to complete the project within one and half year and had started the work from past one month. He said that the municipality did not provide any information and destroyed the temporary shelter.

Meanwhile, Vice President of the VDC No. 2 Ram Thapa Magar said that 15 days prior notice to halt the construction work and asked to contact the municipality but after negligence they were forced to seal the building construction.
